Ukrainian President Volodymyr Zelenskyy has stated that he intends to give Biden and his two potential successors with a “victory plan” that could persuade Russia to peacefully stop its conflict in Ukraine.

US President Joe Biden plans to address Ukraine’s military strategy with President Volodymyr Zelenskyy this month, and Washington is preparing a “substantial” fresh aid package, White House National Security Adviser Jake Sullivan said on Saturday. Zelenskyy has stated that he intends to give Biden and his two potential successors with a “victory plan” that might persuade Russia to diplomatically halt its war in Ukraine.

“I do think we need a comprehensive strategy for success in this war and that is what President Zelenskyy says he is bringing, so we are very much looking forward to sitting down and talking that through and President Biden is eager for that conversation,” Sullivan told reporters yesterday.

He addressed via video link at the Victor Pinchuk Foundation’s Yalta European Strategy Conference in Kyiv. Sullivan also stated that the US hoped to provide a “substantial” support package with a variety of capabilities by the end of the month in order to prevent a large Russian breakthrough in eastern Ukraine.

A breakthrough in Ukraine’s east. Russian soldiers have been gaining ground in eastern Ukraine, notably around Pokrovsk, an area of “unique concern” according to Sullivan. The takeover of the transportation hub may allow Moscow to create fresh lines of attack and disrupt Ukrainian logistics. As Russia has increased its missile attacks on Ukraine’s crucial infrastructure this year, Kyiv has asked for long-range weapons that can hit further into Russian territory. Sullivan stated that “intense consultations” were taking place among allies and partners, and that Biden and Zelenskyy will also discuss the problem.
