MOSCOW – Russia evacuated sections of another province bordering Ukraine on Monday after Kyiv dramatically intensified military operations near the border, just days after its worst incursion into sovereign Russian territory since the beginning of the 2022 war. Ukrainian forces plowed across the Russian border early Tuesday, sweeping across some Western areas of Russia’s Kursk region, in a surprise attack that may be intended to gain leverage in any cease-fire talks following the US election. According to Russian war bloggers, Russia had stabilized the front in the Kursk region by Sunday, but Ukraine had carved out a sliver of Russian territory where fighting was still ongoing on Monday. In the neighboring Belgorod region to the south, the regional governor, Vyacheslav Gladkov, announced that evacuations from the Krasnaya Yaruga District had begun owing to “enemy activity on the border” that posed a “threat.” “I am sure that our servicemen will do everything to cope with the threat that has arisen,” Gladkov said the crowd. “We are starting to move people who live in the Krasnaya Yaruga district to safer places.”
Russia has enforced a broad security regime in the Kursk, Bryansk, and Belgorod districts, while Russian ally Belarus said it was increasing troop deployments along its border after Minsk said Ukraine had violated its airspace with drones. The bold Ukrainian attacks on Russian sovereign land are intended to demonstrate to Kyiv’s Western supporters that it can still mount big military operations while gaining leverage ahead of potential cease-fire talks. Russian forces, which have massive numerical superiority and control 18% of Ukrainian land, have been pushing this year over a 1,000-kilometer front following the failure of Ukraine’s 2023 counteroffensive to make significant gains. On Saturday, President Volodymyr Zelensky announced that Ukraine has broken its silence on the attacks.
