The woman who was shot and killed was participating in a weekly protest against the growth of settlements, which have occasionally descended into violence: Amado Sison, an American citizen, claimed that while attempting to escape tear gas and live fire one month prior, he was shot in the leg by Israeli forces. Israeli participant Jonathan Pollak claimed the shooting happened soon after dozens of Palestinians and foreign activists gathered for a community prayer on a hillside near Beita, in the northern West Bank, which overlooked the Israeli settlement of Evyatar.

According to him, the altercations subsided as the demonstrators and activists—including Pollak and the woman—retreated from the hill.
